Just changed out my water pump on my '99 Johnson 150. How much pressure would be normal from idle to wide open throttle. At WOT I’m only at like 18 psi?

How much you got at idle? I’m not sure of pressure readings, but you should have a steady stream at idle. If you do then you’re probably ok. Flow is more important than pressure. If you’ve got a large opening for the water to come out, then you’ll have less pressure.
My Evinrude runs around 30 WOT. I have 10-15 when trolling around. 18 WOT does seem low to me as long as the foot has clean water without a lot of air bubbles.

If you’re not comfortable with the way it looks to you, then go back in and try again. Make sure the key is in the impeller properly and wont allow the impeller to slip on the shaft. Other than that, I’d say let somebody else look at it.
