The hull of my boat is dark blue and it has some scuff marks from the PVP guide poles on the trailer. They are not scratches, so my question is how can I get them off the gel coat without damaging the finish?

3M cleaner wax. Kind of pricy at West Marine (20 bucks for a quart) but it works.

rubbing alcohol on paper towel has pulled every scuff I have had to deal with and does not have an abrasive in it.
Re-wax when done. It pulls wax too.
