How to repaint a cowling?

The cowling of my '99 suzuki 4stroke 60hp is flaking off in several places, exposing what looks to be a brown rust-like surface underneath. The cowling however is hard plastic, so the discoloration is likely not rust.

I am interested in repainting this cowling. In addition to the flaking, the color has faded on the decals and they are falling off. How do I go about priming and painting this cowling? Seems like it could be difficult to get the decals and paint off. What tools and materials do I need?

Have you called any of the auto paint stores? They could probably at least point you in the right direction.

Also, this is what someone wrote an another web site:

“The model year of the engine determines the paint color and it should be available from a Suzuki dealer (may have to order it for an older engine). If not, most good paint stores can computer match any color if you can get a sample to them. Best of luck.”

You can get the exact factory paint in spray cans from Brownspoint.com and the decals also. Sand it down, prime it, paint it and put the decals on. Pretty simple. Decals for mine were available on eBay very cheap. I sprayed clear coat on when I was finished and they looked awesome. A heat gun and razor scraper will assist in decal removal if necessary.
