So, I have a newer, to me, trailer. Larger than needed. Anyway, I cranked down too hard pulling her on, and pulled the rivets through. Should I just stainless bolt and oversize washer, or have her welded?
I heard it happen and it was too late.

Bolt her back like you suggested and use some marine 5200. Be stronger than you had. Or better yet get a piece of flat stock Just a little longer than the handle and use that as your oversized “washer”.
Pack the holes with some Oatey Fix it (plumbing section at Lowe’s), cover them with 5200 and use move handle a bit with stainless bolt with good washers.
