I’m not sure if your questioning the legality or the sport of it. If your talking the sport factor it is still not as sporty as running the dogs and satellite collars. Just wait for them to cross, hang out the window and pow.
A better question is gigging the same as spotlighting/ shining.

Not so much with fish. If chumming on top and bringing up some cobia, you may not be able to get the big one to bite. If lowering down and out of sight, even more questionable as to what you will hookup with.

Ever fished a pond or lake that has an automated feeder? You can train fish to come to bait just like deer.
