Is this T suppose to hose hooked to it?

2003 mercury xr6. 150.
I noticed today this T connector doesnt have anything hooked to the bottom. Is this normal? I dont see any hoses laying around. The top hose of the T runs up to the oil tank. Its not dripping. Looks clean

Yes, that is a check valve.

Next time you come in, come heavy, or not at all…

Optimax? If so neither of mine have hose on that same valve.
