Johnson 4 stroke help, please

Took the boat out on the Cooper today and was running fine. All of the sudden the motor decelerates by 1/2 and is running rough. Pull over and notice a small amount of fuel rising up out of the water from the area of the prop. Back to landing at half speed and then drag the boat home. I ran it in the driveway briefly and notice that the normally clear water that would run out from around the prop is now a clear-milky water and reaks of fuel. Any ideas? What could be causing this?
Outboard is a 2005 60hp 4-stroke

If you lost spark to a cylinder, you’d be pushing unburned fuel through and out the exhaust. I’d get a manual and follow the trouble shooting tree.
