One Type V personal flotation device may be substituted for any other type if it is specifically approved by the U.S. Coast Guard for the activity at hand. Type V PFDs may not be substituted on children weighing less than 90 pounds.

my question is for kids under 90 pounds do they need one type preserver on a tube and something else in the boat?

Really?

No, it means for every child you have on a boat under 90 pounds you better have a type III preserver on board, or on. Any type V preservers you have on the boat can count as adult or children preservers over 90#. Looks clear as mud to me. When in doubt about boat safety laws I would always call DNR. The folks here in Columbia are very helpful.
