light project plus question.

in anticipation of shrimp season i remounted new trailer lights up high. i thought about going with led but got lazy with a $16.00 kit instead. I used 4" (i think) piece of pvc flattened after heating with a propane torch to bolt the lights to. i went with direct wiring of the ground to the harness at the toungue to avoid issues with grounding to the trailer. solid and cheap and all went good to this point. the turn signals and the brake lights work fine. the taillights do not light up on either side. i could use a bit of guidance on deciphering the problem. where should i look with the voltmeter to diagnose this one?

brown wire is tail lights
check to make sure the tow vehicle has power to the brown wire at teh truck plug
sometimes there is a seperate fuse for the tail lights versus the blinkers
