Cast net is definitely your best option. Plenty of bait in the creeks to be had for free.

They’re pretty good in Coburg Creek right now. A couple of good casts netted me plenty for an evening excursion.

Throw at small creeks at low tide. Near the grass. Repeat.

The shrimp aren’t very thick yet in my regular creek off the upper Wando. Seems like you get 1, maybe 2 a throw. 3+ is unusual. Not sure if they just haven’t made it up this far yet?

Thanks for the Coburg creek tip. Plenty of shrimp! Small to medium ones. Hooked up a nice 1’ and 3’ shark in the Kiawah with them!
