I have a 1999 25 hp Johnson 2-stroke. Started it yesterday in the yard for first time since winter, cranked up and sounded fine, put it in the water the next day, cranked and sounded fine; until about 30% throttle in the water. Then, it spit a little and would never go more than 30%. If I put it in neutral, the motor would rev-up. I drove the boat about a mile and it never made more than about 30% power.
What could be the problem?

sounds like it’s running lean. fuel pump, clogged fuel lines, clogged dirty carbs, etc.
i would start by pulling all fuels lines and pickup tube from the fuel tank and seeing if there are any restrictions, then check the fuel pump for any particles. if all that is good, id pull the carbs.
Thanks for the tip. Another thing I noticed after I posted this was drops of gas on the underside or bottom of the top carburetor, I think it is called the bowl.

Fixed. Stuck floats in carburetor.
