Lower unit oil milky

Drained and filled lower unit and saw milky oil again. I have already had the prop shaft seal and the drive shaft seal replaced and the lower is passing a pressure test. It was submerged underwater and held under pressure for a few hours and no leaks were found. Does anyone know how water could be still getting in?
Drain plug seals are new and the plugs were tight…I am at a loss…

did you also pull it into a vacuum ??? I pressure mine to 3-5 psi and then pull it into a vacuum of about the same… exhaust passing thru the foot heats it up ; when you stop/kill engine the heat will pull a slight vacuum sometimes enough to suck water past seals… also check that seals are installed in the correct direction…

Had the same issue and Chris V replaced 3 seals and the problem went away.

After being released, a lot of fish die, but a lot of them live also.
