Trying to tackle this job on my small motor - strangely it was easier on my bigger outboards.
Any ideas on pulling the oil seal pictured here? Do I need to remove the drive shaft? Never done that before

Hmmmmm…hold it upside down and shake it?
Maybe try 2 flat bladed screw drivers, kinda like chop sticks…cross the interior and catch the inner edge on one side and do the same with a different screw driver on the opposing side. We equal force push down on the handles so that the blades pry up.

what kind of motor is that?
the seals are in a carrier. all the motors we work on, we pull the carrier and then swap the seals.
not sure for the picture how to get the carrier out.

Chris - that’s what I’ve seen before too, with my Yamahas. This is a '94 Mercury Mariner - I can’t figure it out, haven’t even started with the prop seal yet.
I have used a slide hammer with a set of hooks to pull seals like that
If I remember right, the set we had was Snap On brand. If that doesn’t work, bring it up to Tony at the outboard shop, they’re pretty reasonable.
Prying with 2 small screw drivers worked for the top seal, but not the bottom, which the lip was facing down into the gear box.
if you are VERY careful, you can drive 3-4 #10 screws into the face of the seal and then pry it out using the screws
if you drive the screws to deep they will damage the bearing under the seal

Like Chris said, I’ve changed the seals on my Yamaha lower unit before using screws. I carefully drilled two pilot holes 180 degrees apart on the oil seal, then scewed in two brass wood screws and pulled the seal out with pliers. Brass is softer, so it won’t damage the shaft if the screws make contact.
There’s videos on youtube showing how to remove your seals this way…
