Do you have to be a certified captain to sign up? Do participants also agree to sign a waiver releasing boat captain of liability?

you do not have to be a licensed captain.
on our web site,when you go to the registration pages, you can read the waiver that both troops and captains agree to.
we do require the boat to be “seaworthy”.
