State Regulations
NOAA Fisheries’ Southeast Regional office is responsible for the conservation, management, and protection of marine fishery resources inhabiting federal waters off the southeastern United States from North Carolina through Texas and Puerto Rico and the U.S. Virgin Islands. Federal waters consist of the waters extending from the state water boundary to 200 nautical miles. State waters extend from the shoreline to 9 nautical miles for Texas and the west coast of Florida and 3 nautical miles for Louisiana, Mississippi, Alabama, North Carolina, South Carolina, Georgia, and the east coast of Florida.

So, anything red fish / drum caught outside of 3NM can not be harvested. Since I wasn’t really sure where the 3NM lines were, I did a little map to see if places at 4KI, Nearshore and Capers fall inside or outside of the Federal Limit.
Bad news is, it looks like 4KI is well outside of 3NM.
Same with Capers Reef. Bad news, the Nearshore is well outside the federal line. The Charleston 60 is far outside the federal line.
Here’s a map I threw together with Google Earth and Photoshop. I tried to draw my lines 90 degrees from the beach. If the line is due East (or something like that), my map could be off some.
Not for navigation but for entertainment. Be careful keeping slot reds offshore.
