Mercury 115 trim leak

While my '95 Merc 115 sat up over winter it developed a hydraulic trim fluid leak. Engine was stored trimmed down resting on a block. Leak occured where shiny ram goes in to black housing. Is this most likely a seal problem or could it be a larger problem. If it is just a seal replacement i could do it, but I would hate to do it and then have to replace the unit.

Did some searching, but couldnt find any past posts on this specific unit.

Not sure if it is the same but I have a 2002 90… I was told you couldn’t just replace the seals, and i would have to replace the entire cylinder. I just top it off every once in a while and make sure it is above the waterline when trimming up and down.
