I’m not sure about the harbor but I know you can typically find bonnets all day at Folly launch. Fish shallow on a rising tide as the bonnets are looking for blue crabs that are scrambling up the intertidal zone. A quartered crab in 2-4 feet of water can be a big hit, especially at the opening of a large creek along one of the sides.
