This has been a recurring theme for the last couple of weeks. I’ve heard quite a few stories (and have first hand experience) with marking a bunch of fish, but can’t get them to bite.
My granddaughter and I fished yesterday morning and we(she) caught 6 with 4 of them being 20"-22". We had several other pull downs as well, but couldn’t get them hooked. I marked the fish 70’ deep on a drop off along the river channel. I was dropping down to the bottom and winding up 3 turns.
The bite seemed to turn off around 8:30 so we went looking. I had no problem marking fish, but getting them to bite…well, same ole story.
We were fishing live herring only.

Question … What size leader are you using?
If it’s more than 17# then I would get smaller leader for picky fish … Downsize everything - leader, hooks, swivels, weight … until they start biting …

I feel your pain … We moved up here from Florida where we lived on the IRL and Redfishing was a plenty … Took several years and lots of advice from those that live here to get us where we are today and we’re still learning every day …
