motor problems need help

took my boat out for the first time yesterday since i bought it and evrything went wrong.got to the boat ramp pumped the ball and put the key in normal choke position and crunk up boat.it wouldnt start.so i tried it a couple more times and i finally got it started, noting,my boat always crank on the first turn.i knew something was wrong then.so i finally got it crunk and headed out.the problem is i had it all the way up and the boat was still moving slow.then it suddenly started jumping and speeded up.it did this for a lil while back and forth and started running normal.so i fished in a spot for a while and decided to leave that spot.it di the same thing over again then it just cut off.the dnr officer came over and saw me having problems.so i told him what was going on.so he ask me was the ball getting hard in which at that time it wasnt.so after that point it neva crunk again.so had to get a tow to ramp.so it seems like the motor aint getting gas.i took the line off to see was gas puping thru the line and it was.so its something in the motor, hmmmm,i wonder is it the fuel pump???:question:
