The tilt motor quit on my 1996 Evinrude. Did a little continuity checking, figured I had current back to the pump. My marine electrician and I concluded that a new tilt motor pump was needed. Luckily it turned out to only be a plastic connector where wires from the wiring harness connect to wires for the tilt pump, up on the front of the engine - - connection was bad there.
Finding this saved me lots of $$, Buddy _______, Discount Marine was walking by and helped us track down the problem; thank you, Buddy.
If you have the same problem, cut the wires and bypass that connector and see if the tilt works. That connector piece was probably original equipment, it just got tired.
