I have mixed feelings about that, from several angles, mainly them wanting to fine me for doing their job. As if the volunteer reports they’ve been asking for and receiving aren’t sufficient.
It’s like the deer harvest reporting method they’re trying to pigeon hole into the open seas.

You make unreasonable requests from folks, they’re gonna stop listening and many are going rogue. Human nature. Unfortunately the outcome on the other side is no improvement in data, in fact if it alienates previous supporters then in the end it’s effectively a spiteful face with no nose. And it’s completely unenforceable.
Next time you see your local “creel clerk” at the landing- please remember: it’s a voluntary survey from the NMFS that’s the same in every state, so you don’t have to play along and lie. Please just answer honestly or decline the opportunity because that’s the only way the data can get any better.
I will say this: their 2yr phase-in time belies a long game and that’s the only way to do this if you’re gonna.
During that time, they’ll get a sense of the ratio of regular MRIP angler intercepts at the ramps to those who do their new job of mandatorily reporting the fish they kept from the same areas.
After a while, a picture should begin to develop as the phase-in ends and there are consequences, which would hopefully increase the new reporting #’s and give better data… subscribed…
The fact that recreational guys get targeted and laws enforced on them is the most ridiculous of government regulations. The commercial guys do 99% of the damage and yet it’s the rec guys that get beat up.
Sure there are people that abuse the laws, but the rec guys are not the problem. I equate it to cops hiding behind bushes to “catch” a citizen going 5mph over when there is far more serious crime happening right under their noses.
But I’m not in charge.
So, today is the 2nd shortest day of the year and they keep getting longer from here on out
