I got my behind reamed by a butter bar lieutenant for not “saluting” a NOAA " officer" years ago. I told him that until the ocean hippie went to boot camp like the rest of us he was unworthy of a salute. Eventually our Master Chief remedied that situation and NOAA guys were to be avoided. This did not help them the day they decided to invade our EM Club. NOAA lost.
