Welcome to bottomfishing. Everything you catch is was or will be illegal. Good luck trying to figure it out. You have to have a Federal Judge, DNR officer, and Marine biologist on board at all times to tell you what you can and can’t catch, touch, take pictures of, eat, etc.

Says harvest prohibited for kitties (speckled hind) on your link. Again not trying to start stuff it changes a lot hard to keep up with, not worth a ticket. Also, notice the red writing at the top of the snapper/grouper regs, cant always follow that link.
