I don’t see how that feels like falling into a bunch of cotton…
The water at the base of a fall is so aerated that it doesn’t have much substance.
It doesn’t provide much flotation either.

Was living in Utah in the mid 80’s and spent a lot of time white water yaking. About the same time taking the yak over falls was getting popular. While on a trip of the Hell’s Canyon section of the Snake had a fried push off a ledge that was about 15 tp 20 feet high and hit a rock about 3 feet under the surface. Broke both of his ankles. Was not a good day yaking.
