Parker paint

So I’ve been rebuilding my high tide for some time now and thought I saw the finish line in sight. I ordered some Parker Duck boat paint because I liked the flat tones and read good stuff about it. So I primed, and put a few coats on.
I waited about 2 weeks to let it harden but I seem to be having a problem. If I rub my hand on it, it leaves a chalky spot, or if I drag my fingernail across it leaves a mark. I called Parker and they said it was burnishing and I had it too thick. Suggested I sand it and put another coat.
So this weekend I sanded with 150 grit and rolled on another coat. Looks like it’s doing the same thing. Anyone else had experience with this before? Is that normal for this flat paint? I’m thinking about sanding it all off and using something different or maybe spraying a clear over it?

It is the flat finish, had a friend do a car with flat & had the same issue. He finally put some clear coat over it.

flat paint is going to act like that
that’s why it doesn’t reflect light and makes a great camo, but it doesn’t hold up well to abrasion
