Okay, I have a real dumb question to ask, and I think I already know the answer. But my mom always told me to leave myself room to be wrong in life. So here we go.
Since you have to be licensed when you are 16 years or over to fish in salt water, does this mean that only people 16 years and over count against that term “per person?” In other words, if I take my four kids fishing, all 10 and under, I can’t count them as people in a boat for a harvest of fish, correct? Or am I wrong?

yes you can…but remember THEY caught the fish, you are allowed YOUR limit of fish. We have had boat limits with children a few times and nothing was said. now if they can’t hold a fishing pole then it might be hard to explain

Although I think this is something that should be tested. Me and Paul will set up a headboat daycare and you can all bring your babies and lock them in the cuddy cabin, and we will go catch 1/“person” red snapper during the “mini-season” if it comes around
Well, the reason I ask this is my kids are finally old enough, and used to the boat enough to take them on a bottom trip. Nothing like an all day or anything like that, but definitely within reach of some fish to bring home. My two older boys can definitely fish, but they are, like I said, under 10 so I wasn’t sure if just my wife and I would count, or what the deal was. So thanks for making this a lot more clear guys.
