they are around. caught a couple nice ones this year in the folly surf. fish in the suds where the waves break

Many folks use sand fleas.
Use 1/2 a shrimp or a small piece of it if you cant find sandfleas. Frozen have worked for me. Where the surf breaks and fish it for the 2hrs on either side of high tide. Ive pulled up a few recently running a sein net for mullet so they are there.
Try w/ a 1/4oz jig head instead of weight, this lets it move with the surf.
