Primer bulb issues

Last year I took my boat to get serviced and they replaced the water/fuel separator. I took my boat this spring and they did not replace the filter so I dumped the old one into a plastic container to look for water stratification. I did not see any water so I put the filter back on. I used my primer bulb to try and refill the 10 micron filter and I could not get enough suction. My primer bulb is located in between my filter and 2006 250 Hp Suzuki 4 stroke . I assumed at the time, that my primer bulb was going bad, so I pulled a vacuum with a siphoning pump on the connection after the filter to fill it up. I was able to fill up the filter and ran my boat all weekend long (3 weeks ago). Today, I bought a new filter and a new 3/8" hose with new primer (Moeller). Again I tried to fill up the new filter with the new primer and no luck. I had to use my siphoning pump again. Once I filled up the filter, I connected the hoses and started my motor. The primer bulb collapsed and would occassionally expand as it ran. I think this was the electric fuel pumps running. Is the bulb collapsing normal? I did try to blow (using my breath and not compressed air) into the fuel supply line and I could not make any bubbles or a budge. I can’t imagine that there is a clogg or restriction in the tank pickup because I was able to siphon fuel up, but I could be wrong.

NOTES:
I replaced the gas tank and the hoses in 2007 (130 gals tank).
I don’t recall ever seeing the last priming bulb collapse when the motor was running.
Is it collapsing because of the location of the bulb (after the 10 micon filter) and what is the point of the bulb if it does not prime?

Does anybody have a relative easy way to determine if the pickup line is clogged? Like using fish tape or something?
