The proposed amendments will be voted on during the November meeting … Each proposed amendment must pass by a 2/3 vote of the eligible membership present at the meeting …
Eligible Membership is defined as a person who has submitted a membership application and paid his/her annual membership dues …
Only active members may vote - one vote per household, unless more than one member has paid annual dues …
Aside from a couple of places where language is deleted that is no longer relevant, I’m pretty much opposed to the revisions. These changes are in a complete opposite direction from what I believe is necessary. I will reserve any further comment though until other opinions are made known.

There is nothing in the By-Laws stating how to file a formal protest. There is nothing in the Bylaws saying a violation means…??
Recent experience says these are “Guidelines”, not Rules, and there is no penalty for violating them.

Thank you Rick, I’ve been anxiously waiting for someone else to show they care…In the By-Laws? or tournament rules? The document we refer to as the “Constitution and By-laws” contains the “Constitution” which has 5 articles, and “By-laws” which I have always considered to be the tournament rules. I proposed that we change the name of this document to clarify what it is but that didn’t make the PAC’s agenda for changes… Call it 'The MSC Constitution" or “The MSC Constitution and tournament rules” but we don’t have any by-laws…We are governed by a “Constitution” and tournament rules… Rick there are provisions for a protest in the tournament rules. The PAC has chosen to change one document at a time but the question is , how will the changes made in this document affect the changes to come in the next document? If you think these changes will have no effect on the tournament rules, you think wrong… I hear what you are saying about the “guidelines”…I assume you are referring to tournament rules not being adhered to. I have the same concerns but mine are with how the Constitution is interpreted and applied and how that trickles down to the tournament rules… Ask yourself this basic question, “Does the club oversee and manage the PAC or does the PAC oversee and manage the club?” Somewhere in the past the PAC assumed ownership of the club. These changes they are proposing will solidify that ownership for anyone that’s left in it…

You make some good points, Woody. Is the PAC running the club or is the club leading the PAC? I think it is the former, because they have made decisions “in a vacuum” that should have went to a club vote, e.g. going to a two fish limit. I thought this was a decision that should have been made by the tournament directors and reviewed with the members prior to implementing.

Two fish tournament limit…A proposal that should have been suggested by the tournament directors and approved by the members by a vote… Any club member should have the opportunity to express their ideas and opinions to the club for the adoption of new rules, policies, and ideas. Not every proposal can or will be accepted, but the discussion of these ideas will keep us informed and educated on the issues. Does the PAC really believe that they hold more knowledge than the collective body of the club? The way the Constitution is written now allows for this except that the PAC has chosen to interpret that every proposal is suppose to be initially blessed by whatever percentage of the PAC shows up for a PAC meeting. A group of 5 or 6 PAC members can kill any proposal for change if they want with no discussion by the club. The PAC nows wants to change the Constitution to force adoption through the PAC and slow the process to allow any changes to only occur in January? I can see not changing tournament rules during the year, but other changes made need to be made more expediently…

You are speaking of the tournament fee increase ? from $10 to $15 per person and the changes to the payout structure? A vote to adopt such a change most definitely should have taken place. A proposal could have been placed on the message board 2 weeks prior to a club meeting for adequate discussion, and then a vote at the meeting…but somewhere along the way, someone chose to believe that the tournament rules are not by-laws, and that tournament directors or PAC have authority to make tournament rule changes without the two weeks discussion and vote by the club… The will of a majority of PAC members (how many votes is that?) can make us pay more money to fish MSC tournaments without the 2/3 votes of the membership needed to change the by-laws.
