It’s a 1996 Johnson 130 v4 looper. This motor does have a fast hole shot, runs around 40mph…only has issues near docks, landings, tight places where you need it not to have issues. I think it hates me.

What you are describing is almost certainly trash in your low speed jet. Also, it can run fine in your water tank/muffs and when you shake things/trash around it can get better or worse.
Sounds like you need to replace all of your fuel system and you would be good to go. Even all of the fuel lines inside the motor. I had a similar issue on an older johnson motor and as it turned out, ethanol fuel had broken down the inside of all of my fuel lines, including the ones inside the motor. I’d clean carbs, would run for a bit and more trash would break free and clog it up again. This happened over and over until i stuck a q-tip inside one fuel line and realized how bad fuel lines had broken down. Spring for the better marine grade “lined” fuel lines as they don’t break down like the cheap auto store stuff. Charleston Marine or anywhere like that usually sells it by the foot. Its expensive but worth it.
