Is there any way to re-freeze unopened ballyhoo packs? I think I know the answer: that they are no good once thawed.
you put them back in the freezer and they will re-freeze fine. Problem is they will be very mushy when they thaw.

Yep, mushy and soft. They will work for a little while, if you’ve got nothing else, but I wouldn’t invest $500 in fuel and ice to fish with re-frozen mushy bait.

Good crab pot and minnow trap bait, if nothing else.

Use some bionic brine on them and you’ll be fine.
Rinse blood off, pat dry vacuum bag. good for back ups.
Cover with kosher salt and baking soda. They’ll be fine for the early morning bite.
I only use re-frozen ones on my dredge or for cut bottom bait.

Honestly though, I think it’s easier to throw them away. Last thing I want to deal with at the end of the day is some nasty, slimy packs of ballyhoo.

That should clear it up for you.
Fish fresh bait, never use re-frozen ballyhoo and avoid ice and fresh water on the ballyhoo. Use brine to thaw them out, rig them up and fish them within 24 hours.
There are a lot of nice metal bait trays out there to keep the bait super cold and dry.
