Does it have any old number or registration stickers on it? If it has any that, would be a place to start!
You are going to need a signed bill of sale from the last registered owner. That will be the easiest way. Other than that, you can go down the abandoned boat route but that gets to costing more than a Jon boat is worth.
I had some issues with my hydra coming from GA, the people at the DNR on ft Johnson are very helpful.

The boat doesn’t have any id on it. I sanded and painted the boat when I first bought it. Its been an old pond boat and I would like to use it in some saltwater creeks without getting in trouble.

Call dnr boat titling and registration office. Number is on there site. I’m doing the same thing with mine.

I just restored an old jon boat last year. My Dad gave it to me years ago but could not find any paperwork and he has since had several strokes so could not sign any kind of affidavit. I had to put an advertisement in the paper and then submit applicable paperwork to get a title and registration. Call the DNR Loss/Theft Division, they were very helpful.
