Safety gear required - less than 10 miles?

It appears in addition to standard safety gear, you are required to have visual aids (flares, etc.). Not real clear where the line is but looks to me to be sure yif you leave the jetties you might as make sure you got them. 3 flares and a light look like you are ok?

Aything else? Is a VHF required? I got one but just curious. Does not appear EPIRB’s or other devices are required, interesting I thought.

Day signals are required in all federally controlled waters unless the vessel is less than 16’, manually propelled, or a non-motorized sailboat less than 26’. Night signals are required on all vessels operating between sunset and sunrise. See the following page for an explanation:
