setup question

I am in PA and am looking for a replacement for my trout rod. Is it possible to use a 4wt setup in Charleston in Salt or freshwater?

Possible? Yes. But you will be limited in the salt. It will be tough to cast the larger flies, and the wind blows most days.
Freshwater you could do some work for panfish and Bass. You won’t be slinging any big Bass bugs though.
