My guess is that it’s either something someone caught in the harbor (NYC), or it’s something from one of the hundreds of large private aquariums.
The shovel-shaped head and unusual tail shape almost looks like a goblin shark (with jaws retracted) but I’m a very, very long way from being a reliable shark identifier… and I’m not sure that such a critter would live in the harbor.

the biggest question i have is how did someone actually pull off smuggling a shark on a train and nobody notice it??? seeing other pics of it looks like a smooth dogfish…thats my guess.
