“Master debaiters” are like those trash fish, ie, no food value, that steal your shrimp. Now then there’s “master baiters” that could have multiple meanings, for example, someone that does a good job of baiting hooks in a fishing sense, or someone that performs an effective method of trolling in a discussion forum, or, there could possibly be other interpretations as well.
