Bob. That is because fresh water is under state control. Federal offshore control goes from 3 miles to300 miles offshore. Did you know that the feds under pressure from the liberal Pew foundation has closed thousands of square miles of ocean to fishing? Did you know that the limits have been so restricted that we can’t catch enough fish for a reasonable couple of meals.
