Station or Base off of Charleston Harbor?

I’m visiting Folly Beach w/ my inlaws’ this week… and we’ve notice a large base or station of some sort off of the Charleston Harbor that has been the topic of discussion. Any idea what it is?

Also, anything biting in the Folly creeks?

Any possibility it is part of the dredging operation going on in the harbor?

It looks like it could be an anchoring station based on marinetraffic.com… any ideas?

I believe its a mobile survey platform, moving around and taking bottom samples - getting ready for the upcoming dredging projects.
