It looks like an old snurfer. It was the predecessor to the snowboard. It had a tether on the front to hold onto and steer.

Saw one for sale on craigslist about a week ago in Mt P for $800 I believe. I think it would be fun but not really practical. Imagine how much air you would get after jumping a good sized wake going 25mph lol.
