That’s what you’re supposed to get. Unless there’s chatter on the radio that’s all that will happen. You turn the squelch up until the static goes away or if you’re barely picking someone up, you turn it down and listen to the static in between transmissions.

Thank you TigerFin. I was aware of that I should have noted I hear no chatter from anyone and cannot tell if I an receiving and or transmitting a signal.

Isn’t channel 27 the “Yak back” channel?
Go to 27 and hail “radio check”. After about 3 seconds your transmission will be replayed back to you. You hear it just like it was received.
I could be wrong, but I think SeaTow is operating the repeater.

Tune the radio to the local NOAH weather station. Charleston is WX1, Savannah is WX2. If you can hear that, you are receiving. If you can hear, try calling a local marina on channel 16 or 68. All decent marinas will answer both. Sea Tow provides automated radio checks in many locations.
