Sounds to me like you want to arrange a day on someone elses boat, with some of their tackle (rods + reels), and want to run 5+ people out to fish. With 5+ people, wont be much room for the capt’s or boatowner’s friends, so will probably be just the boat guy driving you all around…

That’s not a specialized anything, that is what we call a regular ole charter trip. Unless by specialized you mean discount? I can guarantee you aren’t going to find someone who will cut you a deal for providing your own fishing spots.

Don’t get me wrong, I want you and your friends to have a great time. But, being 2 weeks out, and that this is prime offshore fishing time in CHS, and that it is a holiday weekend, I would say your choices are pretty slim to even find a charter - slimmer to find one that can accomodate 5-7 folks - and just about zero for a discount for bringing jigs and numbers. If you want to fish, I would start calling around-

Unless it’s a USCG inspected vessel, they won’t be able to take more than 6 people other than the captain and a mate or 2.

As NCSUtrey mentioned, the vessel you are requesting will need to be USCG inspected in order for you to pay someone for their services…from a legal standpoint.
Second, all charter captains in the area tend to charge the same or similar prices as a code of honor for their trips so finding one that is charging less during the busy season will be difficult.

these are your two largest roadblocks here but hope you find what youre looking for to get your family/friends out on the water.
maybe hang around a marina bar for the next two weeks and make some friends with big boats there…

If you do a charter, you can tell them you want to jig. If it’s only your guests on board, then tell the captain that’s what you want to do. You’re paying for the trip. Captain will make sure you have enough rods if you let him know what you want (different than trolling, etc).
You could prob do two boats with a half or 3/4 day trip if you can find some avail boats. Don’t count out that some of your guests may want to troll and play with mahi or possibly see a bill and just do a full trip and make the memory while you can.
