There will no longer be a penalty stroke for hitting a ball into a hazard or out of bounds. The USGA, after a private meeting
with FBI Director Comey, amended Rule 26 stipulating your opponent must prove you intended to hit the ball into these hazards in order for there to be a penalty.
Carelessness or ignorance is not intent. Unofficially, it is called a “Hillary”.
