What success have you had throwing top water plugs at the rocks and working them back? With 2 trebble hooks that blue back herring plug looks deadly. The striper seemed to be shallow this weekend and if the wind isn’t bad it seems to me that you could hammer it down around there?
Unless you are only wanting to get them on top water, try a jerk bait. By far the best bait casting for me when they are shallow is a 6" Slug-O. I use a 5/0 worm hook with a split shot. They luv’em.
