Trim and Tilt Question

I am working on my trim and tilt on the port motor and have a question that hopefully one of yall can answer. The engine is a 2000 Yamaha HPDI 150hp.

I have been having problems for a while with the system leaking fluid and the pressure dropping on the motor. I replaced the seals around the two pistons (secondary) and it seemed to work fine for a while. I have now tried it and the engine is not doing anything so I figure it has leaked out again. The motor seems to be operating fine. The engine will not go up or down, and is stuck about 3/4 of the way down. I have tried filling the resivour, but it seems full and the fluid just spills out. I cant get the manual release to open, probably because of the pressure build up or vacuum.

Should I use an impact wrench to loosen the manual valve nut? Do you have any other ideas to get the engine up so that I can work on it. When we lift it now, it seems to hit and stop after 6" or so. I am about 12" away from engaging the traveler.

the manual release should be a flat head screw
if u had a low fluid issue, most likely, it would go down, but not up.
sounds like you may have a stuck shuttle valve, or something similar

I did get it to go up last night, not on its own, by lifting it. I drained some of the fluid and it looks like chockolate milk. Water or air? I believe that I may have a bad seal letting water in. Thanks for your help.
