When I was a kid I had a Cushman scooter that was limited to 5 hp. After about six months I found the motor had a plate like washer in the intake manifold that restricted the airflow to the motor. I took it out and replaced it with a gasket and that Cushman hit 60 mph! I don’t think that would work with a direct injected engine, might work with throttle body injection.
That looks like it’s designed to make it go faster, not slower. I can’t do anything that might void the new engine warranty either.
The removable throttle stop with a key lock is the best solution and the one I’m going with. I’ve enlisted the help of Raymond at Martin Marine Design, he’s a master fabricating parts with starboard and hardware. I’ll post pictures when we get finished.

Neither Larry nor Chris V. has a liability issue with the boat/motor combo. The boat owner thought the motor might be a bit much for the boat when it was first installed, but it is not. She runs about 40 WOT without a shudder which is perfect. She just doesn’t like to turn at speed. The boat’s owner knows about that characteristic and will behave accordingly.
BUT, the boat’s owner has a wife, two kids and some friends that will want to drive from time to time, and the excitement of having a rear end that does not immediately follow the bow might be a little exciting and might lead to some bad choices for an inexperienced driver. Larry and I talked about whether there might be an electronic limiter, and I appreciate his crazy question.
Installing a skeg is probably the best solution, but neither of us wants to do that right now. Maybe down the road.
A piece of starboard that locks into place to hold the throttle off of wide open is an excellent low tech suggestion. Even with a skeg that caused it to track like it was on rails, 28-30 is faster than I want to water ski, and it is fast enough for most people to drive that boat – where’re they going in such a hurry.
By the way, the boat is an absolute beauty and very solid.

Kids nowadays are probably more likely to defeat a software solution than old school hardware, but I hear ya. I was that kind of kid too, which is why I worry. Nothing is perfect, but I’ve got to do what makes me sleep good.

No, have not completed it yet. We’ve got the mount and lock worked out. Waiting until I get the T-top and leaning post on, then run it to find out exactly how high the stop needs to be. Leaning post and top are being built now. I’ll post a picture when it’s finished.
