Hi - anyone know where I can get 3-400 feet of cotton rope inexpensively to weave some chair backs?

Yep! Go to Lowes, or Home Depot and get ya some cloths line, if that will work?

There used to be a place up morrison/east bay (near the strip clubs) that would sell rope in bulk that came of old rescue rafts/boats that go on bigger ships. Cant remember exactly what it is called, but i bought a bunch of cotton rope from them cheap multiple times.
Charleston Marine and rigging is the place near Sprull, King, Morrison drives. Slings and chains off Ashley Phosphate is another source. Over all I would be very surprised if you didn’t find the best all around deal on the internet and just have it shipped.
Side note:
Charleston Marine and rigging handles chain, stainless cabling, straps, webbing, dock hardware, galvanized materials, tools, and will splice or eye anything you need. Good people.
