Can’t DNR tell you who the registered owner is? Their the ones that issue the numbers.
Probably 25-30 years ago, I had left my johnboat tied up at my parents weekend place on Lake Murray. It broke loose in a storm and drifted off. Well I got a phone call from DNR wanting to know if I was OK. After determining that I was, they told me where I could go retrieve my boat which was at a house in the same cove as my parents place. Of course DNR’s concern is for the safety of the owner, but they may not do courtesy calls anymore.
