Starting today, whenever I turn the ignition key in the off position the motor does not turn off. All the gauges power off but the motor does not. The kill switch does not turn the motor off either. Had to choke the running motor to get it to turn off. I have no clue on this one so any advice is greatly appreciated.
Read on a different website about someone with the same issues. The guy only had the issue whenever the motor was warm. If the motor was “cold” he could start it up and cut it off normally, but after the motor ran for a while and warmed up he’d have the same issue as you described. It turned out to be a shorted diode income electrical component (ECU or ECM maybe?). I’ll see if I can find the link.
I had a similar problem on the 'toonboat. Turned out to be some of the wiring under the floor had been chewed up by some varmit, apparently a muskrat. Check the wiring harness from the key to the motor.
Crank it with ear muffs or in a barrel. Turn the key off and if it is still running walk around the motor shaking the wiring harness. I had a 35 Evinrude that would start but not shut off and found a broken connection by playing with the wires.

Yep, bad connection somewhere, these motors are shut off by grounding the ignition from the key or safety lanyard. When neither work the problem is somewhere rearward of the console/controls.

Is there something to check to narrow it down to the switch? Would hate to buy/install if not needed. Thanks
With motor running turn sw off if it continues to run then pull safety lanyard…

Unfortunately, that does not work either.
Remove the black and yellow wire on the switch , if motor runs it is the switch . If I got my colors right .
It might be a loose nut behind the steering wheel
look to see if there is a multi-pole relay that is energized when sw
is turned on , if so the ign system circuit could be faulty, not a common type system that could have been shade-treed!![:0]
