The B stands for basket, or in some cases… bucket
A 4 man limit is usually a shrimp basket full of 12 inchers. A football is what we call them when they are around 20", and a two man limit will fill up a basket then.
They are not good to eat, and the SAFMC says they are endangered. You should throw them all back after venting them properly.
And the small ones do not make good grouper bait.
