if I were to be walking a flat behind someones residence how far does their property and authority actually stretch? I understand that we should all respect others property but if I’m not near a dock, pier, or otherwise private structure and no private property was crossed (accessed from the water) is it ok to fish that flat?

I believe loop is correct. I however have heard of Kings Grants that extend much further. They may come into play in the Charleston area.

From what I remember, the property owner tyically owns down to mean low low water. However, state law allows/protects/extends public use of the water up to mean high high water. So, you can legally walk right up to the high water line except, as mentioned above, in a very few areas like kings grants. Nor can you harvest shellfish in leased areas, only in designated public grounds.
That having been said, I don’t usually get to close to docks or homes. Just a little courtesy.
